The DDA on Monday carried out the biggest draw of lots to allot over 16,100 flats under its housing scheme, fulfilling the dreams of many to have a roof in the national capital.

The draw was held in nearby Noida to decide the fate of 7.5 lakh applications.

Applicants thronged cyber cafes as well as their home and office computers as the Delhi Development Authority put the results of the draw on its website in the evening. A DDA spokesperson said the list of successful applicants will also be published in major newspapers on Tuesday.

The draw was held in the morning in the Noida Sector-62 office of the Centre for Development of Advanced Computing (C-DAC), whose help was taken by the DDA for the computerised lottery which went on for two hours and 45 minutes.

However, thousands of hopefuls who gathered in front of the C-DAC office, were disappointed as they were neither allowed inside to watch the proceedings nor video screens were installed outside for them.

Many were heard complaining that they had come from far-off places after coming to know from media that screens will be installed for the public to watch the proceedings. Some said that after last time's experience, when allegations of irregularities cropped up after the draw for its housing scheme, DDA should have been more transparent.

"Why it is shrouded in secrecy? It should have been more transparent," said S Pandey, an advocate whose son had applied for a flat under the scheme.

Asked about the allegations of irregularities during the last draw of lots, DDA officials said all checks and balances were in place and independent observers were there.

Only a handful of mediapersons were allowed into a hall on the first floor with a screen whereas the draw was held on the ground floor, watched by observers -- Prabhat Kumar of ICRISAT, B V Rao, editor of Governance Now, Udai Shankar, director (finance) in ministry of development of north east region and C K Chaturvedi, additional district judge of Saket.

The DDA had earlier said that as there is limited space at the C-DAC premises, it will be difficult to accommodate everyone wishing to witness the draw. For the first time, it was held in Noida and not in the DDA headquarters here as the agency said C-DAC only has the equipments needed for the draw.

The flats, located in areas like Vasant Kunj, Mukherjee Nagar, Motia Khan, Jasola, Dwarka, Rohini, Narela, Jaffarabad, Kondli and Gharoli, were given under categories like economically weaker section (EWS), one-room tenement, one-bedroom, two-bedrooms and three-bedrooms. The prices ranged from Rs 9 lakh to Rs Rs 1.12 crore.

The scheme was launched on November 25, 2010. "An allotment letter will be issued within next 15 days to all successful allottees," an official said. br>

Your dreams of owning a house under Delhi Development Authority’s (DDA) housing scheme could soon turn into reality. DDA is going to hold a draw of lots to select the successful applicants next Monday. According to the land agency, this housing scheme is the biggest ever with 16,000 flats on offer. A total of 7.4 lakh people have applied under the scheme. The possession of flats will, however, take place towards the end of the year only. This time the draw of lots will not take place at Vikas Sadan, DDA’s headquarters, but will take place in Noida. “The draw will take place in the office of another central government department, CDAC, located in Noida. A big screen TV will be put up outside their office for anyone who wants to view the process live. No outsiders will be allowed inside the hall where the draw will be held as the premises is not large enough,” said a DDA official. The one, two and three-bedroom flats on offer are located in Vasant Kunj, Mukherjee Nagar, Motia Khan, Jasola, Dwarka, Rohini, Narela, Jaffarabad, etc. The prices of flats range from Rs 9 lakh to Rs 1.12 crore.

The housing scheme was launched on November 25, 2010, and the registration amount varied from Rs 1.5 lakh to Rs 50,000 depending on the type of flat. “The names of the successful applicants will be on the DDA website —www.dda.org.in — and will also be published in major newspapers,” said an official. After the draw of lots is over, the allotmentcum-demand letters will be dispatched through post. The registration fee which was deposited at the time of application will be returned to the unsuccessful applicants by the end of April. “The person’s bank shall be responsible for the dispatch of refund cheques to the unsuccessful applicants,” said an official.

The allottee will be liable to make the payment for the flats within 90 days from the date of issue of demand letter without interest. Thereafter, the allottee is liable to deposit the amount in not more than 90 days along with payment of 15% interest. If the payment is not made within 180 days from the date of demand letter, allotment of the flat will be cancelled. All allotments shall be made on a freehold basis. The title will be transferred only when conveyance deed is executed in favour of the allottee,” added an official.

Update: 23rd March 2011:

If you have applied for DDA housing scheme 2010 year then get ready for the results. DDA is planning to upload your form status on 29 March on its official website. If there is any mistake in your form then you would get two chances to rectify your mistakes.

The final result for the DDA Housing Scheme 2010 would be made public between 15-20 April, 2011. 7,40,000 applicants are eagerly waiting for the results. 16,000 lucky applicants would finally be able to make their dream true.

As per some top DDA officials, the checking of all the forms has almost been completed. Participants will be informed this week on Saturday and Sunday through various newspapers. All the details would be provided in the newspapers as to how to check the form status in DDA’s website and information about the next course of action.

DDA sources said that on March 29, all the final forms details (those are found okay) would be made available onto the website. This would contain the information about Applicants Name, Form Number and the amount submitted. If there is any discrepancy in the information published on the DDA website, for example incorrect name or amount submitted found against any form number, the same can be get it rectified instantly by visiting DDA’s office. Two chances would be provided to the applicants for correcting the mistakes in their forms. After 3 days all these details would be updated in the website. If somebody still observed some mistake then again the participants would be given final chance of 4-5 days for correcting their mistakes. After then the final list of applicants would be uploaded onto the website. This has been duly confirmed by DDA’s PR Commissioner Nimo Dhar. She confirmed that around 29 March the list would be uploaded onto the website and the applicants would be given full chance of rectifying their mistakes. In the Mid of April the draw will be held. She said that this time the checking of forms has been done very minutely and the terms and conditions are also very strict.

As per sources, the applicants whose form numbers are not found in the website means that their forms have not been found fit for further processing. Those people can also visit DDA office to know about the issue with their forms. And if the mistake is found to be rectifiable then the form can be put it into the FIT category. Information about whom to contact in case of any mistake found in the form will be provided through advertisements in the newspapers and in the DDA official website.

MODE OF ALLOTMENT

All the eligible applicants shall be considered for allotment through a computerized draw based on random number technique. The draw shall be held in the presence of panel of observers.

Result of Allotment of DDA Flats

1. The results of the draw shall be displayed on the Notice Board of DDA at Vikas Sadan, D-Block, INA, New Delhi-23. In addition the result shall be displayed on the website of DDA with the address http://www.dda.org.in. The result will also be published in the leading National Newspapers.



2. The allotment-cum-demand letters will be dispatched through Speed Post/Courier/Registered Post but it shall be the sole responsibility of the applicant to check the result of the draw if he/she does not get information despite the afore mentioned means. In case applicant has given address of a place/office, where entry (of courier) is restricted, all communication including dispatch of refund cheque/ demand letter on failure of courier would be through available mode. Applicant is advised to contact nodal officer of the bank as given in Annexure B in such cases. DDA/Banks in such cases would not be responsible for delay/ non receipt of communication by applicant/allottee.



3. A separate waiting list of 600 applicants will also be declared in order of priority. The waiting list will be valid only for 9 months from the date of issue of demand letters to successful applicants. The registration money of the wait listed registrants shall be refunded along with unsuccessful registrants. However, before going for the draw in case the same takes place for filling up the vacancies, all such eligible waitlisted shall be asked to deposit the registration money. 15 days time shall be given to them to do so and only those names shall be included who would be depositing their registration money prior to the draw. A draw will be held only once after six months, from date of issue of demand letters, for allotment of the surrendered flats to the wait listed registrants as per the priority decided initially. Only those flats which are surrendered within six months from date of issue of demand letters would be included for allotment to waitlisted registrants. The waiting list is created just to ensure that the surrendered flats (if any) are allotted to same registrants rather than keeping them vacant and the list will be valid only for 9 months, hence it doesn’t create any right of the wait listed registrants if they fail to get a flat from the surrendered ones. If successful, the cost would be the cost of the flat on the date the demand cum-allotment letter is issued.

STATUS OF ALLOTTEE

All allotments shall be made on free hold basis. However, the title shall be transferred only when conveyance deed is executed in favour of the allottee and is registered in the office of Sub-Registrar
